Returns the next drawing ID from a single counter shared by every drawing.
Drawing IDs (wp:docPr and wps:cNvPr) must be unique within a document,
and Word reports unreadable content when two drawings share one. A drawing
is created before it belongs to a document, so all drawings draw from this
one counter rather than a generator per instance.
